Can I plug a 32 amp charger into any 240 volt outlet?
No, and this is the dangerous assumption. The outlet has to be on a circuit rated for the continuous load, which for 32 amps means 40 amps. A dryer circuit is commonly 30 amps and a welder outlet may be on a circuit with a different rating again. Matching the plug shape does not mean the circuit can carry the load.
